Go with the better antenna, a 100 miles is a long trip for FM. I'm glad to see you're going to use a rotor. Unless everything you listen to comes off the same tower it's just plain necessary to address multipath issues as well as signal strength. I can't say I have much experience comparing different tuners. I bought my first 10B about 35 or so years ago and since have only listened to an FM-1. Both are very good but I prefer the sound quality of the 10B. I live in an area with a well populated FM dial so I didn't go crazy with a antenna. I have a Ratshack on a rotor with decent elevation* and I have no trouble getting (TV)channel 6s' audio from Boston which is about 200 miles away.
*Elevation there is no substitute. One of the more important factors of antenna installation is elevation. The higher the better. At sea level the horizon is about 16 miles out due to the curvature of the earth, FM signals don't bend to follow this curvature so if you're shooting for an antenna 100 miles away, depending on how high it is and the terrain and structures in between, you'll probably have to go up a bit.
