Dumbell question. Please help.

I live 60 miles from a 40K FM station and about 100 or so from a 100K FM station.

What specs should I look for in a tuner that will help me realize the goal of good reception?

I'm planning on a rotator and possibly an APS-13. Or, do you think an APS-9, for a hundred dollars less, would do the job?
