Jim,

Unfortunately you do have a problem. The on-off portion of the four position function switch is a special section attached to the back of that switch. I doubt you'd ever find another unless you came across a junked Scott somewhere - it may have been used in a few other tuner models. Best suggestion is to have your tech short it out and add one of those "in-line" switches that can be attached to the power cord.
