That is not so close in frequency at 2 mHz and the station must be overpowering at that close distance. Try a simple 40" single wire antenna and if it works, purchase an antenna switch to select in-between the two antennas as needed.

If still not performing, I get kind of nuts when I want something to work. Personally, I would build a variable VHF frequency notch filter and tune that unwanted FM station out.
