Get an FM Reflect dipole antenna from C.Crane Radio company. $25.00.
Mount it HIGH as you can on your top floor, facing the direction yer signals come from. If you're lucky enough to have a mulipath indicator on your tuner (my old Sansui TU7900's signal strength meter does double duty as this), use that to orient it for minimum multipath. Run good ol 75 ohm RG6 shielded coax cable down to your tuner in the basement. Do NOT waste your time with 300 ohm flatwire. Do NOT waste your time with signal amplifiers. Whole setup might cost $45.00, depending on how long your RG6 needs to be. And cancel yer damn cable.
