If you simply want the two to add at all frequencies from 88 to 108 you're better keeping them just over 11 feet apart, > than 10 feet is a nice round number! okay?! And yes it is just a Rule of Thumb, like many others!
If you're staggering the two antennas in the horizontal plane spacing changes too. Staggering can help reject aircraft reflections among other things.
IF the 2nd antenna is cut for one frequency which I kinda guessed it would need to be from your post* - and is thus different to your whole of Band II antenna - I would counsel keeping them 11ft apart!
*A dedicated antenna for one far station ought to be cut for just that frequency, as this maximises its performance for the size, materials and other costs, you can afford!
