The Magnum should do the trick, especially if you can get it mounted outside. By the way, I know you said you were cheap, but you can get a lot of FM on Rogers digital cable now. I do it myself with an external D/A off of the Rogers box. same as CD, i.e. PCM 44 Khz. It's really good quality.
