you can get something like a Kenwood KT 7500 modded. When done you'll have a world class tuner. I'm not exagerating. You can confirm what I say on fmtuners on the Yahoo board.

Also check fmtunerinfo.com for recs of vintage tuners. Find one that you like the looks of and have it modded. Most modern tuners aren't very good and the ones that are cost an arm and a leg(thousands). A modded Kenwood or Sansui will put almost all of them to shame for less than 500. Use a Kenwood and 400 is enough.

The antenna is always important. Even the cheap Radio Shack rooftop antenna is better than even expensive indoor antennas. From 80-100 miles a good tuner with a good antenna is the way to go. This way you'll have fidelity that is amazingly close to cd and will have quiet background.
