There are probably extenuating factors that haven't been mentioned, but how about this for a simplistic solution. Mount the Delhis at the 15 ft. location for the stations that already come in well. Because, as you indicate, these stations already come in strong, the lower height should not make much of a difference. Then mount the APC at the 30 ft. loction to get the benefit of both the higher elevation and higher gain antenna for improving reception of your favorite station.
