Which tuner to get and getting the most from it. Thank God, for the radio!

Have heard that by February 2009 all public transmissions will be digital per FCC {Is this correct?}. Will this mean merely having a black box interface with our tuners? Only time will tell if is as good or superior, {I have my doubts}. Moreover, what if a station INSISTED on transmitting analog? Or, will bandwidth be relegated to military or some such?
