The (IMO) real villain of the piece is HD2. HD2 exceeds the 200 KHz. bandwidth traditionally available to FM broadcasters. A strong station broadcasting HD2 can interfere with another station's signal. :>(( Grr!!
The FCC will not assign both 93.1 and 93.3 in the same geographic area, but will make that assignment in adjoining areas. If 93.1 is strong and broadcasting HD2, it can cause trouble for 93.3 in adjoining area.
As far as I am concerned, the powers that be GOOFED. They are supposed to ensure existing equipment is not impacted by "improvements". HD2 adversely impacts on older FM MPX equipment. To hell with the broadcaster's profits. They are granted transmitting rights for benefit of the public. Follow precedent and keep existing equipment functional. Eliminate HD2!
