Look at the tuning capacitor on the tuner board and to right of it you will see 6 to 8 small electrolytics or tantalum capacitors. Change them all because you are losing the 19kc pilot signal from being turned on because of old capacitors..They couple the signal to the MPX and you may have to touch up the discriminator or make sure your 19kc is present after the cap change.
