if so you will need to clean the tuning vanes with a zero-residue cleaner, and clean all the pots, you don't want to cause the grease in the bearings to run either.
It is likely that the local station's tunings are where the grunge from tobacco smoke will be.
Similar problems can arise in a tuner/rcvr used in or near a kitchen.
Then look at the caps in the PSU, and in the audio and RF circuits.
Then check all the Resistors.
