All I can report is my own experience and my readings. I live in the general NYC vicinity. WQXR is the NYC classical station. They used to be owned by the NY Times and operated on 96.3 MHz. @ 6 KW. Now, they are public and operate on 105.9 MHz. @ 600 W. Administration of the station was taken over by WNYC (a LONG time public service entity). WNYC-FM operates on 93.9 MHz. @ 5.2 KW.
IIRC, you are correct about college, etc., stations being at the very bottom of the band.
BTW, a 50 KW. transmitter is something that's associated with a "clear channel" AM station. WOR (NYC) and WGN (Chicago) are examples.
