. . . but that's just the point, isn't it?

Many people consider the power amplifier to include all stages within the global FB loop, so any preceding active or passive stages can be considered preamp stages, whether they share the same chassis or not. Of course, if you don't use global FB then you need a different definition: maybe all stages preceding the group that includes OP stage - driver (if there is one) - phase splitter (again, if there is one) should be considered preamp stages.
