CAT5 is about the only teflon insulated non-plated copper wire around...but..

I wouldn't use it for high voltage. It is not rated for such usuage although some have indeed used it for B+. It is a good economical choice for signal wiring. Make sure to buy the plenum rated stuff and check specs to be sure you are getting a teflon insulation.
