To clarify, the operating power supply voltage is around 400v. The initial transient voltage is closer to 500v until the tubes start to conduct.
In operation, the driver plate voltage is quite low - nominally 70 volts. I am still unwilling to recommend a lower voltage rating than 600v. For example, if a tube fails, or is removed, the voltage will jump up to the full power supply voltage. Tubes do fail, and you do not want that to damage other components.
