There is most definitely DC in the choke with the negative lead filtering scheme you show. The primary advantage of this arrangement is that the choke's winding-to-frame voltage stress is much reduced so useful in very high voltage designs. A potential drawback is that PT secondary capacitance to ground appears in parallel with the chokes thus bypassing them at mostly higher frequencies. Practically, not usually a problem.
