Michael, I designed an automatic cap tester where I work that culls tantalum caps that don't make the grade. One section of the test measures leakage current. Even new, high-quality caps have to be held at the final voltage for several seconds before it captures the reading. At the end of the test, it stays in the "leakage" mode until reset by the operator. I've occasionally run a few electrolytics through the gamut, just to see how they do. Older caps that have been sitting on the shelf for a few years can take several minutes to stabilize, even at relatively low voltages.
