When the PS is loaded with the tubes, two things happen relative to he unloaded supply. First, the IR drop through all the series resistances increases. Second, the chokes begin to limit peak current by virtue of their reactance. In other words, adding the load changes the supply from one that has mostly capacitor-input filter characteristics to one that acts like a choke-input. The only thing surprising about all this is that there's not an even greater voltage difference.
