I just bought a Marion Trace Alpha to use with Stereo Tool to drive an FM transmitter. Its one of few cards that will do so without overshoot due to being direct coupled.
Around $350... also hard to source but I did find the vendor and get one in hand in a few weeks time.
192/24, PCI, balanced in and out, drivers for XP and Windows 7.
