I think it just means that the "True RMS" reading is only valid in that range. (5% to 100% of the range selected)

Your meter is accurate to 1% of 0.1mV (0.001mV)
However the last digit is accurate to 5 counts, so 0.001mV might actually read 0.005mV due to a resolution limit in the analog to digital converter for the display.

That is probably why the true RMS readings are off a little bit when measuring under 50mV.
