The brochure on the Agilent website clearly states that the U1240 series MMs can measure the range DCV/ACV: 0.1 mV to 1000 V.
So, I take it that the U1241B should read from 0.1 mV, but perhaps not with True RMS accuracy. I have emailed Agilent - let's see what they say.
Otherwise, seems to be a nice device.
