Regarding measuring the resistance between the metal legs of the regulators and the bar/chassis//GND (I guess you mean the metal bar/heat dissipation where the regulators are fixed)I have two different values. One on the output leg (5.16 K Ohms-right, 4.12K Ohms-left) and other on the input leg (0.88 M Ohms-right, 0.55 M Ohms-left), both taken against the bar described.
Against the chassis I have the same readings and "open loop" against the ground pin.
