RE: Blown resistors

Looks like part of a cathode bias circuit with finals balancing facilities (pot). If the resistors fried like this AND a fuse blew, the pot is suspect too. Also, an opinion is that if lack of a load caused all this damage, something is fundamentally deficient with the amp design and/or implementation. i.e. A well designed amp in good repair should be able to tolerate a no-load condition at this relative low power level w/o damage.
