The motor run that is underneath in a horizontal position right next to the opt,get it out of there.You can put a panasonic or a wima film cap in there because I had this same issue on an Allen 6L6 amp where I put a motorrun underneath and I was picking up a slight hum.The metal case of the cap and even the Russian cap on the other side can react with the transformer being it's magnetic and pickup hum.
