Yes, good question. It's actually not a regulator in the true sense; it's a cleanup circuit that provides capacitive multiplication (as someone else mentioned). Rather an odd circuit in terms of the values used. It requires much more capacitance than should be necessary due to hfe limitations imposed by the use of a single NPN. A Darlington would be much more effective.
