It is traditional good practice in choke-input supplies to use a bleeder which draws the minimum critical current, often 20% of the total. This prevents the voltage from excess rise at turn-on, or in case a tube dies.
You can skip over drlowmu; he is critiquing the current design and you are just trying to repair it.
