For a 1 watt power level, you can look at 70V line transformers and parallel feed with CCS loading (as you'd mentioned).
Making an amp that will work equally well with Grados and HD-800's can be tricky. I would want a really low tap, and a really high tap. A 70V line transformer with a lot of taps can be wired as an autoformer to give you this!
Resistors at the output are tricky. You'd be sorta making a fixed switchable L-pad, but L-pads are pretty impedance sensitive, sounds pretty rough to me.
