RE: TO-220 tab leaking to heatsink?

PC CPUs usually use a silver-filled compund which is conductive, both thermally and electrically. Any residue of that may make the silicone compound resistive.

We test TO-220 devices at work for breakdown at 1900V DC, same insulators.
