This is my guess, not having researched your question quantitatively:
A small-signal pentode, such as the EF86, normally runs with a load resistance that is very small compared with the internal plate resistance. To develop a substantial output power, the larger EL84, etc., must use a larger plate resistance, resulting in larger voltage swings, along with a macroscopic current swing.
