Perhaps if someone has a 15VA 6.3V transformer to hand , they can measure as a second opinion ? On good ones I get 7.2V off-load and around 6.2V at 100% load for a 15VA unit after allowing a fair amount of time for the windings to warm up . I suspect that what is happening is that they are winding the primary as 230V , even though I specified 240V . This is more or less standard these days , even though here in the UK , the mains is closer to 250V than 230V
I'm going to give the winder a last chance and will no doubt have to wait another three weeks . I doubt they'll send a third sample , even though it's their cockup and have obviously not tested before despatch for the first two !!!
