if this is a cap input ps could you convert to choke input as that will reduce the voltage. If it is still too high a voltage divider downstream might fine tune it if you have enough current. Keep in mind I'm far from an authority and the proper sized tranny as suggested above, is probably the best solution, however I am familiar with the "run what you brung" philosophy.
