Be cautious about the RTV. A lot of silicone rubber contains acetic acid, which is corrosive.
Maybe wrapping with PTFE pipe "dope" tape, followed by adhesive heat shrink tubing longer than the cap. roll. Dribble hot melt glue into the open ends, to plug them.
BTW, I saw over on DIY Audio, a few years ago, where 1 fellow was removing the steel tubes from Russian PTFE and PIO caps. and encapsulating the assemblies in plastic or rubber "goop" of some kind.
