Odd-shaped punches are usually extremely expensive, but a sheet-metal shop may have such a thing. Or a computerized plasma cutter or laser that can make those holes for you, or suggest someone who does.

Otherwise, use a Dremel or die grinder with reinforced cutting discs, followed by files or rotary bits.
