I have a few john fast caps but none with gold leads..I dont think the Qs should dry out because they are sealed..Did you actually find some Qs that were dried out? How could you tell? Some had less oil than others but I hope your not cutting open good VQs because that would be a sin punishable by death or life in prison depending on the Jury.Those are the things I do to plastic caps hehe.

No matter how stir the pot,you only get out as good as what goes in.Power supplies matter most.
