I can't tell what you have, as your message is garbled right at "$100." Edit it please. You need a decent DMM. Everyone has their favorites, like their dentist, or their religion. I LOVE my Fluke 8060A, it is VERY accurate, positively and particularly wonderful for AUDIO, ( measures HZ, relative modes, and dB) and good ones can be found on eBay.
1) DMM, a decent used Fluke 8060A.
2) Variac, 5 A. or 10 A.
3) A second CHEAP DMM, to measure two things at one time. Some sub $10 Chinese ones will do absolutely fine. You certainly do not need a scope, if on a budget.
An "osillyscope" involves, 1) a scope 2 ) probes ) and 3) a low distortion signal generator. Way beyond your needs, and budget, but quite nice to brag about. People who do original designs will need a scope, but I suspect you will build from established schematics, that are already engineered.
Buy the variac "raw" and make your own enclosure, a fun project, fuse it too.
There you are, the $100 audio lab.
