Spectra-Plus was one mentioned by someone I trust. That was a couple of years ago. There might be something better now.

I think you need to consider what you own and what you want to do. For someone just getting started that wants to be able to measure lots of stuff the PC might be ideal (assuming you already have a PC with a good sound card). For someone with scope & signal generator already it might not.
