Indeed, power has nothing to with LF extension. But there are practical limitations. A passive sub that do 20Hz +/- 1db is too inefficient for most tube amps to drive.

20Hz is usually not needed for music. But if you want to use speakers that do 20Hz, bi-amping is the realistic option.
