It's simply a high Henry choke to ground after the coupling cap (in parallel with the grid leak resistor of the next stage). This can go anywhere in a circuit where there is a coupling cap, the most popular place being on the grid of the OP tube in the main amp. However I find that the sonic benefits exist no matter where in the chain it goes and although it would be very unusual to place it on the OP of a preamp it will work just fine provided you know what the input of the main amp it's driving looks like. Here the only factor is the grid leak R which will typically need to be at least 100K and up to 470K depending on taste. The alternative is to install the GC in the main amp. Value wise a good starting point is a 0.22uF coupling cap with a 300H Grid Choke. If you try it please report your impressions.

Rgds,
Naz
