Work backwards. The design gives you the bias point for the 2a3's. They are biased with 45 volts on the cathode.. 45 volts across 375 ohms is 120ma, or 60ma per tube. A -45v bias with 250 across the tubes also agrees with the 2a3 plate curves, giving ~60ma.
So 120ma going through the 750 ohm "field" (whatever that means) will drop 90 volts. So the point between the two chokes should be 390 volts. That is assuming this is a mono block.
Also might be worth noting that the design is right on the edge of max plate dissipation with 15 watts.
