As I suggested earlier, it got to be custom built.
But if yr upstream programme source is of very low impedance, e.g. 100R, which not uncommon. A properly desgined/built triode cathode follower can typically gives you down to 40R.
So you can choose 1KR ladder type attenuator. Again no commercial attenuators give you constant O/P Z. But if the I/P Z of your amp is high anough, I don't see any Z issue.
In fact, I am giving some thoughts on designing a ladder type attenuator with constant O/P Z with no inductors involved.
