Ebay let me know after a few prolblems I had that in May a new set of rules on feedback and non-paying bidder will be introduced (a negative feedback from the bidder will be removed etc...).

You should contact ebay (second listing should go for free) and leave the negative feedback but be prepared to receive a negative feedback too as the bidder is clearly not such a gentleman.
