In some nak deck (I don't remember which ones now) there is a optical tape travelling detection on the take up reel. there is a lamp, a small turning disc with holes or dents and a optical detector.
It is quite common for the lamp not to live as much as the rest of the deck.
Open your deck or just the plate internal cover, so you can watch the mechanism. Look for the lamp and see if it shines.
