Tape Trail

Question for some familiar with Pioneer RT-707

I recently bought an RT-707. I noticed that the left pinch roller is plastic rather than rubber. (Although there's no capstan there, so I don't know if technically it is a pinch roller) Is this how this machine is, or did someone replace the original? Also is this meant to spin or be stationary, if it's not a roller merely a guide.
