The cassette deck I have from the same period has metering that only works on record. So I suspect yous is similar. The Tandberg with the joystick is a great transport. Do not think for one second it somehow is inferior to those transports loaded with electronic controls and direct drive motors, etc. These mechanical transports just keep trucking. Later transports from the company using electronic controls were not nearly as reliable and in fact a total in the arse much of the time.
