clean and demag heads and tape path (if you haven't already)
good cables? Might want to try 'fresh' ones (been there, done that)
dirty output level pots on the TEAC? (ditto)
quality of the signal recorded on your test tape (ditto)

beyond that... I'd actually have to conduct thought ;-)
