It doesn't. The white tape you see in the vid is the splicing tape, which works just like Scotch tape works to hold two pieces of paper together. It is placed over the backing side of the tape, not the oxide side.
The audio tape is cut, normally at a 45-degree angle, so you don't hear a "click". The two ends of audio tape are placed next to each other so their 45-degree ends match up. Then you put a layer of splicing tape over the top of the two ends, press it in place, and trim the sides. The splicing tape is put over the backing side of the tape.
Whoever did this cut the splicing tape at a 45-degree angle as well, which I've never seen done and I'm not sure why... other than maybe (s)he thought it looked cool.
