I'd hit the local thrift stores armed with a pair of headphones and a cassette you don't care about much. If you find a cheap, decent looking deck, plug it in & try playing a tape with the headphones & using rewind, fast forward, and all the other functions you can. If it works & sounds good, yippee... If not, move onto the next one.
Granted, you could still get a deck with problems in the record circuit, but you'll at least minimize your chances of getting a dud if you test the transport & playback.
I've bought a lot of great used tape decks for practically nothing. I have a rack of several spare decks in great cosmetic and working condition for which I paid anywhere from 3 to 10 dollars each. I'm sure if you look around a bit, you'll come up with something pretty good, very cheap.
