They can actually be pre-1970, or even post-1970 if they're not high output. This is the sticky wicket with this stuff. Only certain tape formulations have the "sticky shed syndrome" problem.

Your post alludes to acetate tape, which as you said, can be played or recorded on with no problem.

Given that they're rehearsal/etc. tapes, I'd be surprised if they're on high output tape, so it's quite possible that they're fine. I'd give the store $.10 each.
